Why RTO Compliance Should Start at Enrolment, Not at Audit Time
By audit time a record is history. At enrolment it is still a decision.
Audits look backwards. The mistakes they find were made at the front: a student entered twice, a code typed wrongly, an enrolment against a qualification that was never on scope. Each takes seconds to correct when it is made and far longer to untangle months later.
That is the case for putting compliance checks at enrolment, not at the end:
- Make status visible. Whether a program is in scope should be on the record, not in a report someone remembers to run.
- Check identifiers as they are created, not when the file is assembled.
- Record every change, so an auditor's follow-up question is a lookup, not a reconstruction.
Upskroll attaches a scope status, validated against training.gov.au, to programs and units: in scope, out of scope, or not yet validated. It does not block an enrolment. It makes the status visible when the record is created, and every change goes into an audit trail.
